THE BIDEFORD & DISTRICT SNOOKER LEAGUE
|
THE BIDEFORD & DISTRICT SNOOKER LEAGUE RULES (As amended 21st June, 2010) 1. The League shall be called 'The Bideford & District Snooker League' (incorporating Appledore, Clovelly, Hartland, Northam, St. Giles, Torrington, Westward Ho! Bideford & District to also include Bradworthy and Woolsery) and the objects shall be to promote the interests of the game of snooker, to organise and carry o ut championships and competitive games between the Clubs and individual players in membership with the League and to award trophies, etc., as may from time to time be determined.
2. The Officers of the League shall be the President, Vice-Presidents, Chairman, Vice-Chairman, Treasurer, Secretary, Fixtures Secretary and Competition Secretary. The affairs of the League shall be managed by a committee composed of seven members of the League who shall be elected at the Annual General Meeting or at a Special General Meeting convened for that purpose. The President, Vice-President(s), Chairman, Treasurer and Secretary shall be ex-officio members of all committees. The Committee may delegate all or any of their powers to Sub- Committees consisting of such members of their body as they may think fit and shall have the powers to co-opt. At every Annual General Meeting an Honorary Auditor (or Auditors) of the League shall be appointed to hold office until the next Annual General Meeting. The Honorary Treasurer shall lay before the Meeting the Accounts of the League comprising an Income and Expenditure Account and a Balance Sheet for the financial year ending on the 31st May and duly audited by the Honorary Auditor(s). Copies of the said accounts shall be sent to all member teams not less than 21 days prior to the date of the Annual General Meeting.
3. The Officers shall be elected at the Annual General Meeting and shall hold office until the following General Meeting when they shall be eligible for re-election. The Committee shall have full power to fill vacancies amongst the Officers of the League between Annual General Meetings. The election of the Chairman, Vice-Chairman, Treasurer and Secretary shall be decided by a show of hands.
4. The Annual General Meeting shall be held not later than the 7th September in each year and shall be convened by the Secretary sending notice to each team stating the time and place at least 21 days before the date of the meeting. Upon a requisition supported by six members of the committee or six of the teams in member-ship the Secretary shall, within 21 days, convene a Special General Meeting, but such meeting shall only deal with the particular business for which the meeting is convened. A playing representative from each team shall be present at the AGM in order to enter their team. (Teams shall not be allowed to be represented by any other person than a playing member of that team). There shall be only one vote per team at the Annual General Meeting. All votes to be recorded, for, against or abstain. Any matter relating to registration promotion, or relegation of any team(s) within the League at the commencement of a new season shall be decided by the Committee at a Meeting to be convened as soon as possible after the Annual General Meeting. The Committee to have absolute discretion as to whether or not to accept the registration of any team and to decide upon the formation and constitution of the divisions within the League.
5. All teams shall pay a fee to be known as the Annual Registration Fee before the Commencement of the season or on such specific date(s) as the Committee or the Annual General Meeting so determine. The Annual Registration Fee shall embrace all expenses falling to be met by the League in pursuance of its objectives and which are not met from any other source of revenue.
6. Teams shall consist of five players. All matches must be played on full sized tables.
7. All players must be registered by their Club or Team. Each Team shall be allowed to register a maximum of ten players. All new registrations to be approved by the Committee. Any team playing a player who is not registered or who is ineligible shall forfeit a maximum of six points, with a minimum of two points, but these points shall not be awarded to their opponents. All registrations must be handed to the Secretary by the first Committee meeting, the date of which shall be decided at the A.G.M. No player may play for a team until allocated a handicap and approved by the Committee.
8. Teams shall be allowed to include not more than one player who represents another area in Devon County competitions in their team for any one match.
9. All matches shall commence at 7.15 p.m. If any player is not available to play then the first frame may be claimed at 7.30 p.m., the second at 8 p.m., the third at 8.30 p.m., the fourth at 9 p.m., and the last at 9.30 p.m. Should a player not be available to play a frame at the stated time(s) then the defaulting team shall forfeit the frame and their opponents be awarded 147 point for that frame. All League matches shall be played off handicaps with all scores being added together making a total aggregate. One point shall be awarded for each frame and one for the aggregate. Total points to decide League positions. All frames must be played on match nights which will be a Thursday. In the event of a club having an excess of two teams per table then the extra team will play their homematches on a Friday night. Should a player not be available to play a frame at the stated time(s) then the defaulting team shall forfeit the frame and their opponents be awarded 147 points for that frame. On a subsequent occasion, during the same season, the defaulting team will be deducted a further point in addition to the above and for a continuing failure to fulfil frames the defaulting team will be deducted a further 4 points in addition to the above.
10. The names of the five players who will be playing on the night are to be handed to the opposing captain before the commencement of the first frame. The away team captain need then only name his players frame by frame and the home team captain select the opponents. One reserve can also be nominated but he can only play if one of the original five players fails to turn up before the start of the last frame.
11. Promotion and relegation shall take place each year. When there are two Divisions the three leading teams in Division 2 shall be guaranteed promotion to Division 1 and the bottom three teams in Division 1 relegated to Division 2. When there are three Divisions the two leading teams in Division 2 and 3 shall be guaranteed promotion to Division 1 and 2 respectively and the bottom two teams in Divisions 1 and 2 relegated to Divisions 2 and 3 respectively unless otherwise decided by the Committee. Handicaps will be revised at the half-way stage and at the end of the season. Individual handicaps shall be based on performance in league matches by the addition or subtraction of one point for each game won or lost respectively during each assessment period, which shall be at the half-way stage of the season and at the conclusion of the season. Professional players shall give 14 points in addition to their handicap and will be deemed to carry their professional status for the full duration of the season. Players will compete giving a maximum of 70 points start in handicap. A player's handicap rating will be taken into account in all league, cup and individual competitions except those competitions designated as scratch. Provisional handicaps may be alloted by the committee to newly registered players and in normal circumstances shall not exceed 30 points in Division 1 and 40 points in Divisions 2 and 3. The committee has absolute discretion with regard to the fixing of such handicaps which may be adjusted by them at any time. Trophies to be awarded to winners and runner-up in Division 1 and to promoted teams in Division 2 and 3, an award will also be presented for the highest breaks in Division 1, 2 and 3, with a separate award for the highest break in any cup competition.
12. No Division 2 or 3 teams shall include players from a promoted team and who have played five times or more in those same divisions during the previous season, or more than two players who have played five timesor more for a Division 1 or 2 team respectively during the previous season with the exception of relegated players.
13. Any member having registered for a team once in the season shall not be eligible to play for any other team except as stated in Rule 14.
14. Any player wishing to transfer from one team to another must conform to the following conditions:– (a) He shall notify the League, in writing, of the names of the teams from and to which he wishes to transfer. (b) He shall pay to the league at the time of the application a transfer fee of such sum or fee as may be determined from time to time by the committee and payable in such a manner as the committee may from time to time determine – such sum to be refunded should his application be not granted. (c) He shall not play for the team to which he has applied to be transferred until he has been officially notified of the result of his application. (d) No transfer may take place after the first half of the season has been completed. No new registrations are to be allowed after the halfway stage, except at the Committee’s discretion and approval. (e) A player who has played a match in Division 1 may not play for a team in Division 2 or Division 3, during the same season. (f) Not more than one transfer will be allowed to a player during a season. (g) The Captain of the team to which a player wishes to be transferred to must sign a transfer form.
15. The League shall make all fixtures. To postpone any fixture the Captain wishing to make the postponement must give 48 hours notice before the time of the match to the Opposing Captain and the Fixture Secretary. Postponed fixtures must be played within 28 days with no exceptions and before the end of each half on a date determined by the non-defaulting captain who shall, however, give at least four days notice and, in addition, if his is the away team, shall give three dates to the home captain, last matches in each half can only be re-arranged by bringing them forward.
16. In the event of two or more teams being level on points at the end of the season, league position will go to the team with the highest number of wins. If the teams are still level a play-off shall be played on a neutral table to decide either the championship, relegation or promotion. The Committee shall decide which table shall be used.
17. All score sheets of matches are to be sent to the Fixture Secretary within 48 hours of the match being played. Any score sheets not received within 48 hours will result in the home team forfeiting all points gained in that match with a minimum penalty of two points. The home team is responsible for any table expenses. Score sheets for outlying teams may be posted to the Secretary no later than the Saturday after each match but, in this event, the scores must be phoned in by that Saturday. The results of all pairs and individual competitions of team members must be endorsed on the reverse of team score sheets otherwise Rule 30 (forfeiture of match) will apply.
18. If two players cannot reach agreement on a venue, then the home players registered team table will be used. 19. Any dispute or protest shall be dealt with by the Committee who shall have the power to order any match to be replayed and whose decision shall be final. The Committee shall also have full power to decide on any matter not covered by the above rules.
20. (a) All frames to be played to a conclusion unless mutually agreed. (b) Re-spot the black if aggregate scores are equal at the end of the match.
21. Teams who do not complete fixtures in full during a season will pay an extra fee equal to 50% of the registration fee before being allowed to enter the league in future. 21a. All trophies to be returned to the Competitions Secretary by 1st January, following presentation; failure to do so, will result in a £10 fine, increasing by £10 every month thereafter. 21b. In the interests of the league the committee have the right to reject any player’s registration without reason.
CUP COMPETITIONS 22. All finals shall be played on the date fixed by the Committee for such matches. All competitions to start at 7.15 p.m. unless otherwise agreed. Referees may be provided at the request of either a player or a team.
23. A match will be deemed as finished when the required winning margin is reached.
TEAM KNOCK-OUT AND HANDICAP CUP COMPETITIONS These are annual competitions which are governed by the Rules of the League where applicable, with the addition of the following:–
24. There shall be no entry fee; all teams competing in the League being automatically entered for the competitions.
25. Score sheets must be handed in following the match.
26. In all rounds, including the semi-final and final, each Captain shall nominate their players frame by frame, with score sheets folded in half before players’ names are written down. The Knock-Out Cup will be played off scratch with frames deciding the result and the Handicap Cup will be played off League handicaps with the total aggregate deciding the result. The Black will only be re-spotted at the end of the Fifth frame and will be played by the last two players. These are annual competitions which are governed by Rules of the League, where applicable, with the addition of the following:–
27. Opponents shall be drawn by the Committee. All competitions shall be the best of three frames except the final which shall be the best of five frames. The Senior competition shall be played off scratch and the Individual Handicap, Youth, Veterans, and Pairs Competitions to be off League Handicaps. Youths must be under 25 on the 1st May and Veterans must be at least 50 on or before the 1st September, preceding the commencement of competitions. Individual and Pairs competitions, after the toss for break to start, the break shall then be alternate for the match duration.
28. An entrance fee of £1 per name per competition shall be payable for all entries in individual and pairs competitions. This shall accompany a completed entry form in an enclosed envelope and handed to the competition secretary.
GENERAL RULES APPLYING TO ALL COMPETITIONS 29. All expenses to be met by the Home Team/Players.
30. It shall be the responsibility of the home player or team to arrange thematch and they shall give the away player or team three different days of the week to play on within seven days of receipt of the draw. In the event of no result being received by the Secretary in writing the home player, or team, shall be eliminated from the competition.
31. These Rules, which were duly amended with effect from 21st June, 2010, shall not be repealed, altered, or any addition made thereto unless notice of such intention be sent to the Secretary in writing, stating the exact terms thereof, at least fourteen days before the Annual General Meeting or a Special General Meeting convened for that purpose by a notice from the Secretary to each team at least seven days before the date of such Meeting.
32. All mobile phones to be turned off in match rooms; not just on silent, except for emergency services. All entries in by Saturday, 24th September, 2011 |
